<p class="wp-block-paragraph">The current offshore wind asset management paradigm is plagued by the “Population Fallacy”, heavily relying on unified alarm thresholds and periodic maintenance strategies. This “one-size-fits-all” model inevitably leads to severe economic inefficiencies: healthy assets are prematurely retired, while sub-healthy assets frequently suffer sudden catastrophic failures. This paper proposes the final evolutionary form of the “Clark Paradigm”—a top-level guideline aimed at achieving individualized asset management and economic value maximization, ultimately engineered into the “Bianque System”. Adhering to the preventive philosophy of “treating the disease before it occurs” in classical Chinese medicine, and taking the inherent 0.3% material deviation in high-precision manufacturing as the electromagnetic “digital fingerprint”, this guideline advocates establishing a dynamic “Individualized Health Ledger” for each wind turbine. We propose a paradigm shift from static electromagnetic feature auditing to dynamic fault contagion tracking, arguing that the retirement red line should no longer be defined by design life, but by monitoring the convergence of the “fault contagion cycle” to draw an absolute “economic boundary”. Relying on data-driven precise economic inputs and dynamic derating strategies, the “Bianque System” constructs an implementation framework to squeeze the maximum residual value out of offshore wind turbines, fundamentally transforming traditional Operation & Maintenance (O&M) from a passive “cost center” into a predictive “value creation center”.</p>
